FHA Loan Rule (1 fha loan at a time) question

First of all, sorry about the username. I logged in by "gmail" this time, and it put that as my name.

Question about FHA loans. If I have an FHA loan in my name, but my wife doesn't, can I co-sign an FHA loan with her?

Or does the 1 FHA loan rule apply there as well?

There are some HUD homes in our area and everyone is advertising the HUD $100 down FHA program, but not sure I can be on the loan if I already have an FHA loan.

Wife is a stay at home mom, so I would need to be on there for the income.

This would be our 3rd home (and a rental property, which we could move into for a year to satisfy the owner-occupant requirement).
