HELP! IS IT A DEAL? improved lot

Help..Lot for sale with a small easement to the back believe lot was divided from the house in the front, limited street access, previous manufactured home has been removed, utilities are in the lot.

Seller is letting go for $31k 

zone is R-3

LOT SIZE 0.106 acres / 4,601 sqft

My first investment and don't know what to do, I could potentially put in a mobile home and sell it, or try to flip land.

Again lot has a small access to get to the back where it's located pretend lot is shaped like a capital "P" (about 20 feet wide to get to the back- 10 feet plus another 10 feet from the duplex next door) 

Any recommendations?
