Foundation Inspector in Kansas City, Mo

I have just put offers on 2 Single family homes & one of which I plan to live in.

The foundation in the basement has been painted white & I believe there could be some issues as the outer concrete wall has softened. Does anyone in the Kansas City, Mo market know a Foundation Inspector (Specialist)?
