Odd fourplex... space heaters?

I found a 4-plex for sale that would rent at 1.5% and seems to have great potential for forced value adds.  However, I noticed the listing states "Heating: Space heater".  This building was built in 1991, it's two stories and also features window AC units.  The window AC units don't seem that odd to me... but the space heater thing seems weird, especially with 1991 construction.  

Has anyone run into this before? Any thoughts?  Seems like a fire risk, and also risk of broken pipes in the winter time.
