Property value question

I’m looking at a property that is for sale by owner. Asking 259,000

I’ve looked at the county property appraiser page and it has an “appraisals” drop down and an “assessed and taxable values” drop down menu.

For 2018 is says

Improvement value 138046

Land value 46602

Total market value 184648

These values are separate from the assessed and taxable values given.

Is the county’s total market value number any use to me in determining how I should create my offer?
