Is Graham Stephan Wrong About Debt

Simple enough, just want to know your takes on the idea that you should invest with borrowed money because the cash you have in hand could in turn be invested at a higher ROI than what the loan is costing you in interest. This, to my albeit un-tuned ears, sounds like madness, and a classic example of building your proverbial house on the sand, but I could very well be wrong.
