mortgage for 2 unit without rebuild letter from city?

Property is grandfathered . Its in aurora illinois my sister was clear to close but needed rebuild letter and since city wont give rebuild letter she couldn't get the mortgage. Anyone know of a bank that doesnt require rebuild letter? Property is 185k and she can give 5%  or 10% with gifts from family members. She really wants this property.
