Broker Owned properties

Good evening, my name is Tiffany and I found this group show me reference in "Crushing it in Apartment and Commercial Investing". I am part of an apartment association group and a broker has a property for sale however he posted no broker's please. What does that mean exactly? What is the reasoning behind? And am I disqualified to purchase if I am a broker myself?
