Federal Grants offered through the city of Fort Lauderdale, FL

Can you negotiate a junior mortgage that is a Federal Grant through the city of Ft Lauderdale? The City of Fort Lauderdale, FL gave the homeowners money to fix up the house and it can be paid back when they sell but the homeowners died and now we are trying to buy it from the beneficiary. The house is going to be foreclosed on soon if it doesn't sell and I would like see if the Grant can be negotiated down to make it a deal.

Does anyone have experience doing this?
