Manufactured home missing HUD tags

Asking for a colleague...

He has a 1981 manufactured home listed on owned land in Utah. The property has always been sold with owner financing so HUD tags and title elimination has never been a factor in the sale. Now the current seller cannot afford to hold paper on the property and needs to sell it to a cash buyer or someone with a lender.

At some point, someone ripped the HUD tags off the house and they cannot find serial numbers or VIN numbers anywhere they have searched on the home. The title company cannot find a title elimination either so this probably has not been done.

Does anyone have any ideas of how to make this property financeable again?
