A question for investors, realtors, etc in Florida--

I've been reading Investing Wisely by Alan Lee and at one point in the book he says that financing is easier/quicker to get during the winter months than spring/summer because summer months are the busiest house buying time of the year. My question is: is this also true in FL? I assume everyone knows that it's virtually summer all year round so does the above bit of advice still apply? Looking to start buying Single- and Multifamily properties in the Tampa Bay area in the next 6 mos-1 year.
