How to convince owner of vacant lot to sell

I recently moved into a neighborhood that is experiencing some growth but still has vacant and abandoned homes. There is a vacant lot of land beside my home. The land is obviously unkempt and a bit of an eye sore to see everyday. I found the lot on the tax assessors website and have all the relevant info including the owner's mailing address. I am going to contact them to see if they are interested in selling but I am not sure what to say and how to word the letter. And advice would be greatly appreciated. Thanks in advance!
