Who should pay for survey?

I am in the process of purchasing a 8 unit property. It is currently a single parcel with 24 pad sites and the 8 units I am interested in purchasing. The owner has to do the work to split the parcels in 2, so that I can buy the 8 units and he would keep the 24 pad sites. My position is that during the work to split the parcels he'll have to do a survey and that the cost of that should be his. His argument is that it is customary for the buyer to pay for a survey. Who is right?
