Initial offers on Properties

Hi, I am a Real Estate Investor just starting out and was wondering what people’s strategies are for putting in offers on potential deals with good returns. My area is in Bergen County, NJ and the market here is great! There are no shortage of fix and flips here but my issue is other investors seem to obtain the properties before I even get a chance to do a walk around with my agent. Is it recommended to get the property under contract ASAP before seeing the property in person and just doing due diligence online or is it always necessary to see the property before an offer is made? And what if you get the property under contract quickly w/o going to see the property and a big issue arises, is it easier to renegotiate? Or should this be something that should always be know before the initial offer is made? Thank you in advance! :)
