CPA can never keep phone call appts, etc.. Time for new CPA?

I'll spare the details, but basically CPA can't seem to make the time of day for me. He takes weeks to respond to emails, and every phone call we have scheduled gets rescheduled 2 - 3 times, only after I follow up with text to say uh you didn't pick up the phone...

I believe he's good at tax strategy, and knows a lot about similar things from investing over the years. But he's extremely disorganized. Should I expect better and move on? I don't even know if I'm paying a lot or a little. I pay him for QBO use and then usually about $400 for personal tax return.

I am a CPA and investor.  In any service profession, CPA, attorney, property manager, I would not put up with 2-3 week response.  I try and respond to my clients in 24 hours.

Get a new CPA.  I think your CPA/Bookkeeper is the most important part of your team!
