Bank Countered at Appraisal, Asking for “Highest and Best”

BP,

I have a short sale accepted by the owner at $56k. The bank came back 5 months later saying the appraisal came back at $77k and countered at that, asking for my highest and best. I am sure this is a required tactic to get more, but there is also probably a no lower than number for them. Any advice?
