Title Insurer Local - California

Is a title insurer required to be located in the same county as the property? 

Background: Have a piece or property in escrow and local title insurers do not want to handle it. There are several complications in the title, but after significant legal fees it is now clear and ready to sell and there is a buyer's deposit in escrow. One of the reasons is the property is located in Northern California in a county that had major fire damage last year. The title companies are swamped and just don't want to spend time on a difficult parcel when they have more simple transactions than they can handle. 

So, Can I use a title company in another county/area of California?
