Arizona subdivision public report

Hello all,

I wanted to see if anyone had any knowledge on filing a subdivision public report in Arizona. I helped an investor group purchase a 40 condo deal in Phoenix and now the group is looking to sell it to 40 individual investors. We have hired a guy to prepare the public report for us, but he said that it will take up to 2 months for the report to be approved by the state.

Has anyone had any experience with filing a similar report? Does it actually take 2 months for the state to approve the report or is that the worst case scenario? Are there any chances of state not approving the subdivision report?
