How to buy multiplexes below market value?

In "The book on Rental Property Investing" by Brandon Turner he mentions buying multiplexes at 80% of market value often because of foreclosure and other various reasons as well. My question is how exactly do you pursue this route? I would LOVE to buy one below market value but I do not know how to approach this currently and it seems a tad unrealistic. Thanks!
