How To Offer Cash Without Having Cash

I was listening to show 321 with J & Carol Scott. They said they would offer cash and put a clause in the contract saying they'd get financing or hard money. 

"Hey I have the cash available, however, I use a private loan or bank loan, but it won't affect the seller..."

How is this accomplished exactly or am I over thinking it? 

Do you have to show proof of funds to get the deal and then sort out your financing as long as you close on time?
