Question on a Potential Wholesale Purchase

I have come across a wholesale property close to my main investment areas.  I reached out to the gentleman. It s a3bd 1 bath 1200 sq ft one level brick.  He tells me that is he in 1st position, the property is a tax lien, I asked how much.  He stated that he wanted $12k for his position, I then asked what was the lien total?  He said he wasn't exactly sure some lady asked if he wanted her position and he took it.  

Does this make any sense? If so How do I proceed?
