5 ACRE VACANT LOT! GOOD DEAL?

I came across a 5 ACRE Lot for sale for a lot less than the assessed market value. It's located right on the outskirts of a booming area and I suspect it to be filled with homes and businesses within the next 2 years or so. There are only a few homes in the surrounding area which have values of 100K+ including one home at over $1,000,000! This 5 ACRE Lot is for sale for a little under $90K. Is this a good deal? Water, sewer, gas, electric all provided and only 5 miles from each level of school. 1 hour from major metropolitan area.
