Buying property in DC/VA/MD - great schools and future prospects

I am planning to buy a house (not a condo) in the range of $400-$425K in DC/VA/MD. If in VA/MD the drive should not be more than 30 mins. I am a first time home buyer and have a kid, so definitely looking for a neighborhood with great schools. I would like to buy and rent out the basement for extra income or Airbnb, some part of the house, if at all possible. My first preference would be DC but looking at the schools in DC and price of properties, I think, it would be difficult.

Montgomery, PG and DC all have AirBNB restrictions on the amount of days you can rent out.

DC and Montgomery County allow for basement rentals under very specific property condition requirements. NoVa and PG are generally out for basement rentals.
