How to make an offer to house sold by owner with Seller financing

So, I found a SFH that needs some rehab work worth about 10k. Its being sold for 60k but I only have 35k cash I was able to get with a HELOC. How do I go about making an offer for 52k and have the seller finance 17k, also what terms should propose? The ARV is about 85k and I will be doing a refinance once is rehab to get the money out.

Any help on how can I approach this?
