Italian Homes for €1??? Anyone heard about this?

I saw this article yesterday. Has anyone heard of similar? Are there barriers for US citizens to own Italian property? Are there networth requirements such as many Caribbean countries? What are the tax implications? Thinking of the future, how hard is it to sell/buyers to gain financing? Is there something else I should be thinking about?
