NJ: Oil Tank Removal Company

I want to sell my property in NJ and have recently had an oil tank removed.  The company that removed it wants to charge me to remediate!  I am very skeptical of this company.  It seems they just want to charge me more without providing hard facts on the amount of "contamination" if any.  I'm a novice at this, but they way I read their proposal, it seems the lab results are way under the state standards.  I feel like I'm being ripped off!
