Starting a non-profit for buying hud Landbank homes cheap

Anyone have experience of starting a non profit organization for purposes of buying homes offered to govt non profit agencies before being offered to Investors? I’ve heard of this being done but not sure how it works and the legality of it in order to make revenue and also enhance the community buy rehabbing these abandoned homes and renting or selling them.
