Mobile Home Park Owned Homes Fix Or Resell As is

Hello when buying a mobile home park and it comes with park owned homes (poh) and plan is to sell the homes to tenants and all you want is the lot rent, Do you fix up the homes and sell to the tenant already in place (while they currently in there) or do you sell it as is to the tenant already in the home? If something expensive goes out in the first year say hvac replace it for them for free? Other homes that wont have tenants in there fix up home and sell it to a new tenant monthly payments. Homes are older in 70's and value is about 5k each. Another question, Home inspections are $400 each home, I think its not necessary but what do you think about doing home inspection on homes?  Thanks
