@Karim Z. for the most part NO it is not. Tuxedo Park is very undesirable. If you are not familiar with Indy I wouldn't buy in that area you circled. 

I would buy to the east of the circle but not in that circle. The returns probably look great on paper but you will be lucky to break even. Speaking from experience, I own 2 properties in that area.
