Architect referral for addition to the house

Hi all. First time poster from Canada looking for some guidance. 

Family friends are looking to buy a property in Hamilton, Ontario that has a sunroom built at the back, which was not designed according to code. They're trying to infer the cost to get this entity pass the city by-laws, which it seems would require architect drawings and potential corrections. I've a couple questions:

1) Is this how the process works for correcting existing addition to the house?
2) If so, does anyone have recommendations for architect that may be able to help in Hamilton/Burlington area?
