NE Phila Duplex Deal or no deal?

Anyone who is familiar with 19115 zip

CMX-2 zoning 

Asking price $265k

Duplex 2x2, 2bath each

Huge basement for storage laundry 

PITI $1530

Rent at least $1000 per unit. 

Going to self manage

Grate location, schools

Keep in mind the competition is crazy. Everything is selling beyond asking price to cash and FHA buyers. I tried to make an offer so many times and always losing.

It's off market, so I don't have to compete. It would be rather investment for retirement then for cash flow, but I don't want to be in negative either. 

Do you think it's manageable?
