3-4 plex start with FHA and Refi to VA after 2yrs...thoughts?

So from what I've read online it appears in order to count rental income towards DTI for VA loan you need 2 yrs experience. However, with FHA there is no requirement.

Would it be feasible to attain let's say a 4plex with FHA and then refi to VA after 2 yrs? Still would stay owner occupied....Thus removing the PMI and giving the experience qualifications?
