Tax Records and Find Property Owners

We target duplexes in the Sacramento area and I'm looking to find the best way to see who the owner of the duplex is and where they live so I can send them very targeted direct mail. I've checked out the County GIS map and the tax record website, but was unsuccessful finding the owner. Does anyone have any ideas?
