Sworn Construction Statement - Question...

Hello, I have a bank who wants me to fill out a sworn construction statement since they are willing to finance the rehab part of the loan. My handyman filled one out, but said he will actually give me a better price? I didn't know what to say so I just went along with it. So basically, he made the figures fair market value, but said he will give it to me for cheaper. Will there be any problems with the bank or anything else if he does this? I just didn't know how to respond. Thank you.
