Purchasing a home to be demolished by city gov't

Have you ever purchased a property that a city government has condemned and slated to be demolished? I've found a list of houses on such a list, but I don't know how to go about making a purchase. My inclination is I'd have to figure out who the owner is (individual, bank, gov't) and approach them, but what about the condemnation proceedings? Any insight would be much appreciated.
