Making offers that reach the seller??

I took my time to submit a formal written offer with proof of funds. my buyers agent submitted it to the sellers agent.(to start negotiation the offer was low) the sellers agent didn't submit it to seller he just said he know the seller won't take it. Any common work arounds to get all offers submitted to seller? Should I cc the seller via mail?? I would love ideas Thanks!!
