Direct Mail Campaigns - What has given you the best results?

My business partners and I are looking to start up a direct mail campaign to potentially explore off-market properties. In discussing some options, we thought our BP community could offer some insight. What have you found to give you the best results...a personally addressed letter to the owner listing the property address we have identified, or simply mass mailing letters to the owner without indicating the property address? Is starting with a broad approach then going to a more targeted one, a possibly successful solution. We certainly see benefits of both and wanted to see what the community's experiences have yielded.
