alternatives to buy and hold

Hi,

We have some fourplexes in East Bay. My goal was to be at 10 properties (40 units) before end of the year, however, I am wondering if that is the best strategy. We have properties in Oakland, San Pablo and Richmond. Looking into Stockton and Sacramento. The question is besides the buy and hold philosophy of cash flowing properties, what are the other strategies we could use to get ~20% annual return. We have raised $250K which would have gotten us close to the goal of 40 units for 2011. Any inputs would be helpful. Should we buy commercial properties (15-20 units) or continue the fourplex route? I read of the different RE strategies pursued by fellow members of biggerpockets.com and would request some serious inputs.
