Trying to buy with incompetent listings

I wrote a full price offer on a small house I found that was listed for only $44,000 by an apparent local realtor I’ve never heard of. She replied that she received the offer the very next morning and a week passed with no response to my full price offer. Finally I called the agent, (anonymously) and she wanted to tell me about how she received four offers over the weekend but she hasn’t replied to any of them. I fail to see how there is any strategy behind this realtor’s listing....
