Probate court necessary?

I have a friend whose mother recently passed away. The property was willed to the sister. Sister passed away a few years ago unfortunately. There are no other siblings or heirs to the property. Is probate court necessary or should I be able to help her out with an Affidavit of heirship. Not sure who she was told by that it needed to go through probate but she's under the impression that it must. Is there any way I can help her to acquire the property without going through the headache of Court?
