Purchasing After Property Goes to Tax Auction

Hey BP, Can you purchase a property directly from the owner after it goes to Tax Auction? The owner is in the process of evicting a tenant and the deadline for the tenant to purchase the property has expired. The tenant hasn’t paid in two years and has only paid 3 times since the court ordered her to.
