Refinancing Question out of VA loan

Hope everybody is well, Quick question: When refinancing out of a VA loan to a conventional, is the 25% down on the remaining balance of the loan or value of the property? Also, is 25% the standard or is there a lower percentage for refinancing. Thank you in advance and have a great memorial weekend!

 A cash out refinance is where you pull cash out. A rate/term refinance is where you refinance without pulling any equity out.
