who,must ask for the title to the tile company? lender or investo

who must be the person who ask for the title to the tile company ? 

can the lender hide item or cost  from the investor ?

i asking this because my attorney make this recomendation and a parthner said the same thing. they saying the only way we can be sure is if the title company is a big one and is  incorruptuble
