A friend of mine is looking into building a tiny home somewhere in Sonoma County and/or Mendocino County (Petaluma, Cotati, West County, Fort Bragg, Westport) areas.   He has found that there are issues with putting a tiny home on a piece of land that doesn't already have a building on it.  Anyone in the BP world have experience with such a project who might have advice/guidance on this type of scenario?
