A Question About Wholesaling Before Moving On

Would appreciate your thoughts:  I've read a lot of posts on this site and others and am coming to the conclusion that 'wholesaling' (defined as the business of assigning contracts to purchase) is illegal and can land you in trouble with federal and state jurisdictions.... and even with assigning purchase options you still would need a real estate license to stay compliant and legal.  Am I looking at this correctly or am I missing something here?  Thanks!
