Lorain - Ohio - Steel Town Investing 2018 follow the growth

So news just broke today that President Trump is imposing steel tariffs. All small rust belt steel towns will get a nice bump in their real estate markets. My number one spot I am looking at is Lorain Ohio. Does anyone have any thoughts on the best way to make money in Lorain Ohio now or any other hot steel town, now that the Steel industry is going to be coming back? I think Lorain is a great place for flipping, buy and hold and getting great deals as that market turns. Prices are so low there right now and  it is a sure money maker if you buy right and hold or rehab.
