Best way to resubmit a REO offer

Hi All,
I have a 2 parts question.
I had an accepted offer for supposely a 7 units, then before I signed the p&s the real estate agent told me to check with the city because the city want the parcel to reconvert to a single family. So I withdrew my offer but now I am thinking to make a lesser offer and try to get a variance to at least make the property a 4 units.
My question;
1- How can i put a new offer because the realtor told me the bank wont consider my new offer because I withdrew a first on
2- Does anyone have any success or what is the best way to convince the city to at least keep the property a 4unit.
