permit necessary? Buying a 4 bedroom, field card shows 6 bedroom

Hello everyone. I'm buying my first rental Property. It is a 2 family home. Currently set up as (2) 2 bedroom units. My question is this. The field card shows thw home as a 6 bedroom (2) 3 bedroom units.   Now the current owner claims he bought it this way ten years ago and never had an issue. It appears the middle bedroom was eliminated to make 2 large walk in closets. But the is no record of a permit. Is a permit necessary. The owner claims "NO" citing that going from 3 to 2 is ok .  I will follow the advice of my attorney but wanted some of your advice. I dont want to open a can of worms if not necessary. Thank you
