Wires and plumbing ripped out

I made an offer on a property that had the electric wiring and plumbing ripped out from under the house in the crawlspace.  They didn't do damage to the inside. It looks like they just clipped the wiring from below.

I think I can get it re-plumbed under 2k, but I'm not sure on the electrical cost. Does anyone have a rough guess? It's about 1500sqft.
