FHA/Conventional Approval for my Complex

I recently purchased a condo to fix/flip in a complex that will currently only have financing through a portfolio lender. The big issues is that in a 60 unit complex one guy owns 14 units (well over 10%). If he would quitclaim his units to different LLCs would that be enough to allow conventional loans in the complex? What about FHA?
